Immigration, Refugees and Citizenship Canada (IRCC) has elucidated its methodology for allocating study permits to Canadian provinces for 2024. In response to the capped processing of study permit applications, based on provincial populations, each province received an allocation. IRCC adjusted these allocations to mitigate disparities, capping provinces poised to receive more students at 10% of their population and topping up allocations for provinces with lower approval rates.
Ontario received the largest allocation, with 235,000 permits, predominantly allocated to public institutions. Other provinces also received substantial allocations, with Quebec allotted 117,917 permits. Alberta’s allocation was capped at 10%, resulting in 40,894 permits. Nova Scotia received a top-up, increasing its allocation to 20,378 permits.
IRCC clarified that while there’s a cap on processed applications, it doesn’t restrict approved permits, aiming to process 606,000 applications based on a 60% approval rate.
